Branson Board Approves First Reading of Proposed New Animal Code

The Branson Board of Aldermen passed the first reading of Bill No. 5927, “An ordinance amending Chapter 14 of the Branson Municipal Code pertaining to animals, by repealing said chapter in its entirety and enacting a new chapter in lieu thereof” at the regular March 9, 2021 Board of Aldermen meeting. This proposed ordinance will go for a second and final reading at the regular March 23, 2021 Board of Aldermen meeting.

This particular proposed ordinance change to the animal code results from many years of public, elected officials, and staff interaction, dating back to 2017. Most recently, this issue was brought before the Board of Aldermen in public study sessions in September of 2019 and again in November of 2020 where the Board of Aldermen directed the city staff to update the current animal code to align with best practice models and municipal standards relative to the animal ordinance. Additionally, the staff was directed to seek feedback from community stakeholders and subject matter experts. It was also in those study sessions the Board of Alderman saw an initial overview of the proposed amendments.

In accordance with the City municipal code, this item was included on the regular meeting agenda posted on the City’s website on Thursday March, 4, 2021, giving anyone a chance to read the proposed ordinance and sign up to speak at the Board of Aldermen meeting. Additionally, to encourage public engagement, this agenda was also pushed out across all City social media channels. These social media posts let people know the agenda had been posted and included instructions on how to view the agenda and sign up to speak at the meeting. This item had one person that signed up to speak in favor of this proposed ordinance.

As always, the City of Branson follows a transparent standard process that includes study sessions, a Board of Alderman meeting first read, then a Board of Aldermen second and final read. This process is outlined in Sec. 2-68. through Sec. 2-79. of the Branson Municipal Code.

Like always, anyone is able to sign up to speak at any Board of Aldermen meetings through the City’s website or can contact the Aldermen in their Ward who are elected to represent the residents of Branson.
